Claiming the Certificate of Eligibility
You can not claim the certificate immediately after passing the civil service exam. The certificate claim is usually announced about thirty (30) days after the results have been posted. Only after the Commissioned has announced its availability when can you claim the certificate. Nonetheless, there is no time limit to claim your certificate.
Contact the nearest CSC Regional or Field Office to verify the availability of the certificate before going to the CSC Regional or Field Office when you claim your civil service eligibility certificate. Please be reminded that you must personally claim the certificate because representatives are not allowed to claim it on your behalf.
Temporary Certification of Eligibility is free of charge and is printed on a regular paper with the Civil Service Commission’s letterhead and cannot be authenticated. It is valid for only 2 years from the date of issuance.
REQUIREMENTS:

1 (One) Valid ID preferably the same card you presented during the filing of the exam application.
Application Receipt and/or CSC Official Receipt.
PROCEDURE:
- Fill-out the ERRF form. The personnel there will ask for your ID and Application Receipt or CSC Official Receipt. He/she will receive and review your form. They will verify data and information based on the records. Wait for the request to be processed.
- If the records are accurate, the encoder will encode the examination and personal details. He or she will print the certificate.
- The senior personnel will now review the data and affix initials on the file copy of certification.
- The CSC Regional Director will affix his/her signature on the certification.
- The releasing officer will now release your certificate. Affix your signature on the release portion of the ERRF or file copy.
Releasing the Temporary CoE takes 10-15 minutes in normal circumstances. It may also take longer depending on the number of claimants.
REGULAR CERTIFICATE OF ELIGIBILITY |
Regular Certification of Eligibility
You may also apply for Regular Certification of Eligibility printed on security paper and can be validated. Furthermore, the regular certificate has no expiration and it is usually the one preferred by government agencies.
REQUIREMENTS:

- Declaration Form (Click to download the form)
- 1 (One) 1x1 picture with complete name tag and signature
- Payment of Php100/copy
- 2 (Two) Valid IDs (Click to check the List of Valid ID’s accepted by the CSC)
PROCEDURE:
- Fill-out the ERRF and DF forms. The personnel there will ask for your ID and Application Receipt or CSC Official Receipt. He/she will receive and review your form. They will verify data and information based on the records and will issue an Order of Payment
- Pay the corresponding fee Php100.00/copy, then wait for the Official Receipt (OR).
- Present the OR to the Verification officer/s. They will verify data and information based on the records. Wait for the request to be processed.
- If the records are accurate, the encoder will encode the examination and personal details. He or she will print the certificate/s.
- The supervisor or senior personnel will now review the data/findings and affix initials on the file copy of certification.
- The CSC Regional Director will affix his/her signature on the certification.
- Securing the copies of the certificate and the submitted identification cards
- The releasing officer will now release your certificate. Affix your signature on the release portion of the ERRF or file copy.
Informal circumstances, the entire process of issuing the eligibility certificate may take 30-45 minutes. Depending on the number of requester, it may also take longer.
Authentication of Certificate of Eligibility. An authenticated copy of the Certificate of Eligibility is the one preferred by government agencies. Upon receiving the copies of your certificates, you may continue to authenticate them.
PROCEDURE:
- Fill-out acopy of ERRF. The ERS-IRMO Action Officer will receive and review your forms and will issue an Order of Payment.
- Pay the corresponding fee (Php 50.00 per copy) then wait for the Official Receipt (OR).
- Present the OR to the Verification officer/s. They will verify data and information based on the records. Wait for the request to be processed.
- If the records are accurate, they will photocopy the Certificate of Eligibility (COE) or Report of Rating (ROR) and the Identification Card/s.
- The Supervisor or Senior Personnel will now review the data/findings and affix initials on the file copy of certification.
- The CSC Regional Director will affix his/her signature on the certification.

- The releasing officer will now release your certificate. Affix your signature on the release portion of the ERRF or file copy.
CSC Passers currently residing in or moving to another region, or remote regions within the region. They must send a written request to the CSC RO with jurisdiction over the test site where they took the test, requesting that the certification be forwarded to their preferred CSC RO / FO conduit. In their written request, they must also cite their reasons for the request then they may personally claim their Certification of Eligibility at the CSC Regional or Field Office (conduit CSC RO/FO) nearest their place of residence or work. Please be reminded that you must personally claim the certificate because representatives are not allowed to claim it on your behalf.
