Guide for Online Verification of Rating (OCSERGS) for March 2019 Civil Service Exam CSE-PPT

The Civil Service Commission (CSC) recently released the results of civil service exam pen and paper test (CSE-PPT) held last March 17, 2019.

The Commission also announced the availability of Online Career Service Examination Result Generation System (OCSERGS) to verify and generate ratings of the exam passers.

Two months after the exams were administered, the CSC released full list of passers from more than 200,000 examinees of professional and sub-professional levels.

The CSC released the results on May 20, also announcing that the OCSERGS can be accessed through the CSC website, available via this link (http://erpo.csc.gov.ph/ocsergs/). However, the individual results on the OCSERGS website will only be available after 15 days.

How to Check Rating Using OCSERGS

Step 1. Go to the OCSERGS website through this link: http://erpo.csc.gov.ph/ocsergs/

Step 2. Carefully fill out the form which requires the following information:

  • Examinee Number
  • Date of Examination
  • Last Name
  • First Name
  • Middle Initial (Input the letter only! Don’t put period!)
  • Date of Birth (Follow the format mm/dd/yyyy)
  • Type of Examination
  • Region

Step 3. Carefully review the data before clicking ‘SUBMIT’.

Step 4. If you encounter a system error, simply click the arrow left or back icon at the upper left part of the screen. Then, click the submit button again.

Step 5. Once the system generates the results, you can print this report by pressing Ctrl+P or just use the ‘Print’ option from the ‘File’ menu.

Note: You can also opt to save this as PDF file for future reference so you wouldn’t have to go through the same procedures if you need another copy of the ‘Notice of Rating’.

Getting the Certification of Eligibility

Starting June 22, civil service exam passers will be able to obtain the Certification of Eligibilityfor passers from the CSC Regional Offices they had taken the exams from. Take note that this is free of charge and is printed on paper with CSC letterhead.

The CSC announced:


“Concerns on examination result including verification on examinee number should be coordinated directly with the CSC Regional Office concerned.

PASSERS ARE STRONGLY ADVISED TO VERIFY/CHECK FIRST THE AVAILABILITY OF THE CERTIFICATION BEFORE GOING TO THE CSC REGIONAL/FIELD OFFICE.”

Passers can also obtain the regular Certification of Eligibility (printed on security paper) but this comes at an additional cost.

How to Know your Room Assignment via online for Civil Service Exams

Are you ready to take the Civil Service Exams?

Have you already submitted your applications for the exams for the correct level you needed, whether sub-professional or professional?

After you’ve accomplished everything and paid the corresponding fees, you are now ready to take the exams. We assume you’ve already reviewed as well.

But before you can actually head to the testing center, Civil Service Exam takers must accomplish one more thing: generating your room assignment for your test.

Many years ago, the Civil Service Commission (CSC), applicants had to go to the nearest CSC office to check the testing center and room number.

This time, however, the process has been simplified. You no longer have to visit the CSC office or wait for your notice to arrive, because this could be done online.

Here’s the guide to generating and checking your room assignment for the civil service exams:
  1. Head over to the official website of the CSC [http://csc.gov.ph/] to generate the Online Notice of School Assignment (ONSA) or this link: http://enosa.csc.gov.ph/eNOSAv3/
  2. If the link is offline, then this mostly likely means there are no upcoming schedules yet. Check from time to time until the link becomes online. The link is usually available about 2 weeks before your scheduled exam.
  3. Read the instructions carefully and properly fill out the form with your personal details.
  4. When you reach the part that requires you to put your middle initial, online put the letter in. Make sure you don’t put periods in this portion. For example, you only need S for Santos and DJ for De Jesus.
  5. In the blank for birthday, put in your birthdate in the following format: MM/DD/YYYY.
  6. Check the form to ensure the data you typed in are correct, including the test you need to take.
  7. Click the button to generate your room assignment.
  8. Print out the ONSA and bring this on your exam date.
  9. Should there be problems in the generation of your ONSA, make sure to verify your room assignment and schedule at the nearest CSC Regional/Field Office concerned at least 1 week before the exam date.

HOW TO CLAIM YOUR CSC CERTIFICATE OF ELIGIBILITY

The Civil Service Eligibility Certificate is given to all passers of Civil Service Examinations, Professional and Sub-Professional Level either through Paper and Pencil Test (CSE-PPT) or Computerized Examination (CSC-COMEX). There are two types of certificate of eligibility, Temporary CoE and Regular CoE.

Claiming the Certificate of Eligibility
You can not claim the certificate immediately after passing the civil service exam. The certificate claim is usually announced about thirty (30) days after the results have been posted. Only after the Commissioned has announced its availability when can you claim the certificate. Nonetheless, there is no time limit to claim your certificate.

Contact the nearest CSC Regional or Field Office to verify the availability of the certificate before going to the CSC Regional or Field Office when you claim your civil service eligibility certificate. Please be reminded that you must personally claim the certificate because representatives are not allowed to claim it on your behalf.


SAMPLE OF TEMPORARY CERTIFICATE OF ELIGIBILITY

Temporary Certification of Eligibility is free of charge and is printed on a regular paper with the Civil Service Commission’s letterhead and cannot be authenticated. It is valid for only 2 years from the date of issuance.

REQUIREMENTS:


Filled-out Eligibility Records Request Form (Click to download the form)
1 (One) Valid ID preferably the same card you presented during the filing of the exam application.
Application Receipt and/or CSC Official Receipt.

PROCEDURE:

  • Fill-out the ERRF form. The personnel there will ask for your ID and Application Receipt or CSC Official Receipt. He/she will receive and review your form. They will verify data and information based on the records. Wait for the request to be processed.
  • If the records are accurate, the encoder will encode the examination and personal details. He or she will print the certificate.
  • The senior personnel will now review the data and affix initials on the file copy of certification.
  • The CSC Regional Director will affix his/her signature on the certification.
  • The releasing officer will now release your certificate. Affix your signature on the release portion of the ERRF or file copy.

Releasing the Temporary CoE takes 10-15 minutes in normal circumstances. It may also take longer depending on the number of claimants.


REGULAR CERTIFICATE OF ELIGIBILITY

Regular Certification of Eligibility
You may also apply for Regular Certification of Eligibility printed on security paper and can be validated. Furthermore, the regular certificate has no expiration and it is usually the one preferred by government agencies.

REQUIREMENTS:

  • Filled-out Eligibility Records Request Form (Click to download the form)
  • Declaration Form (Click to download the form)
  • 1 (One) 1x1 picture with complete name tag and signature
  • Payment of Php100/copy
  • 2 (Two) Valid IDs (Click to check the List of Valid ID’s accepted by the CSC)


PROCEDURE:
  • Fill-out the ERRF and DF forms. The personnel there will ask for your ID and Application Receipt or CSC Official Receipt. He/she will receive and review your form. They will verify data and information based on the records and will issue an Order of Payment
  • Pay the corresponding fee Php100.00/copy, then wait for the Official Receipt (OR).
  • Present the OR to the Verification officer/s. They will verify data and information based on the records. Wait for the request to be processed.
  • If the records are accurate, the encoder will encode the examination and personal details. He or she will print the certificate/s.
  • The supervisor or senior personnel will now review the data/findings and affix initials on the file copy of certification.
  • The CSC Regional Director will affix his/her signature on the certification.
  • Securing the copies of the certificate and the submitted identification cards
  • The releasing officer will now release your certificate. Affix your signature on the release portion of the ERRF or file copy.


Informal circumstances, the entire process of issuing the eligibility certificate may take 30-45 minutes. Depending on the number of requester, it may also take longer.


Authentication of Certificate of Eligibility. An authenticated copy of the Certificate of Eligibility is the one preferred by government agencies. Upon receiving the copies of your certificates, you may continue to authenticate them.

PROCEDURE:

  • Fill-out acopy of ERRF. The ERS-IRMO Action Officer will receive and review your forms and will issue an Order of Payment.
  • Pay the corresponding fee (Php 50.00 per copy) then wait for the Official Receipt (OR).
  • Present the OR to the Verification officer/s. They will verify data and information based on the records. Wait for the request to be processed.
  • If the records are accurate, they will photocopy the Certificate of Eligibility (COE) or Report of Rating (ROR) and the Identification Card/s.
  • The Supervisor or Senior Personnel will now review the data/findings and affix initials on the file copy of certification.
  • The CSC Regional Director will affix his/her signature on the certification.
  • Securing the copies of the certificate and the submitted identification cards
  • The releasing officer will now release your certificate. Affix your signature on the release portion of the ERRF or file copy.

CSC Passers currently residing in or moving to another region, or remote regions within the region. They must send a written request to the CSC RO with jurisdiction over the test site where they took the test, requesting that the certification be forwarded to their preferred CSC RO / FO conduit. In their written request, they must also cite their reasons for the request then they may personally claim their Certification of Eligibility at the CSC Regional or Field Office (conduit CSC RO/FO) nearest their place of residence or work. Please be reminded that you must personally claim the certificate because representatives are not allowed to claim it on your behalf.

The CSC Eligibility Card, which will serve as an official proof of civil service eligibility, is now initially available to passers of the 2015 Civil Service Examinations, this was announced yesterday by the Civil Service Commission (CSC). The CSC added that the said eligibility card will specifically be available for passers of the 2015 Civil Service Exam in Paper and Pencil Test (CSE-PPT) or Computerized Examination (CSC-COMEX) onwards.

Conferment of Civil Service Eligibility

  • Career Service Professional Eligibility
  • Career Service Sub-professional Eligibility
  • Fire Officer Eligibility
  • Penology Officer Eligibility
  • Career Foreign Service Officer Eligibility
  • Meat Inspector Eligibility

Claiming the CSC Eligibility CardCSE Passers and other CSC-administered tests after 2015 will be issued a Temporary Certification of Eligibility printed with no pay and they may also apply for a Regular Certification of Eligibility (Click here for more details).

REQUIREMENTS:

  • Temporary Certification of Eligibility printed on CSC letterhead
  • Regular Certification of Eligibility

To get the card, 2015 CSC passers should personally claim their card at the CSC Central Office (CO) or the CSC Regional Office (RO) where the eligible took the examination.

Replace Card in case Error or Loss
Error and/or Correction of Personal Information (COPI)- Mistaken encoding by the CSC Regional Office regardless of whether or not the eligible has made suitable corrections on the Examanee Attendance Sheet (EAS), provided, the correction being requested once, upon validation, consistent with the eligible’s data appearing on the Application Form. In this case, the eligible is no longer required to pay COPI and the CSC Eligibility Card fees.

  • Change of name exclusively for female eligibles only, resulting from change of civil status from single to married, or vice versa. In this instance, the eligible shall no longer be required to pay the COPI fee. However, the eligible shall pay the eligibility card processing fee.

  • Dissimilarity of data/information of eligible appearing on the Birth Certificate. In this case, the eligible shall be required to pay the fees for both the COPI and the eligibility card.

REQUIREMENTS:

  • Original CSC Eligibility Card
  • Application Receipt or CSC Official Receipt
  • Written request to the CSC Regional Office concerned (in case of CSE-PPT and CSC-COMEX held at the Regional Office), or the CSC CO (in case of CSC COMEX held at the CO)
  • Filled out COPI form
  • Original documents such as birth/marriage certificate and legal papers needed.
  • CSC Eligibility Card
Loss of CardIn case of loss of card, the eligible may apply for another issuance of CSC Eligibility Card.

  • Written request to the CSC Regional Office concerned (in case of CSE-PPT and CSC-COMEX held at the Regional Office), or the CSC CO (in case of CSC COMEX held at the CO)
  • Original Notarized Affidavit of Loss of Card
  • Original and photocopy of two (2) Valid IDs (Click to check the List of Valid ID’s accepted by the CSC)
  • Certification and/or Authentication of Eligibility.

CSC Eligibility ID for Professional and Sub-Professional are available for May 3, 2015 CSE passers only. Please wait for further announcements on the availability of CSC Eligibility ID for other passers.


Other Special EligibilityThe CSC for some time now has been granting some different eligibilities under special laws to qualified individuals. You may be qualified for the grant of any of these eligibilities. For eligibility granted under special laws and CSC issuances, the authority to release the CSC Eligibility Card shall be based on the Jurisdiction of the CSC Regional Office, as follows:

  • Honor Graduate Eligibility: University or college from which an applicant has graduated

  • Scientific and Technological Specialist Eligibility: DOST Head Office

  • Electronic Data Processing Specialist Eligibility: CSC Regional Office/Field Office

  • Sanggunian Member Eligibility: City, municipality , or province where an applicant has rendered services as member of the Sangguniang Panlungsod/Bayan/Panlalawigan

  • Foreign School Honor Graduate Eligibility: Place where an applicant is currently based in the Philippines, or the CSC RO of choice for an applicant who is based abroad

  • Barangay Official Eligibility: Barangay where an applicant has rendered services

  • Barangay Health Worker Eligibility: Barangay where an applicant has rendered services

  • Barangay Nutrition Scholar Eligibility: Barangay where an applicant has rendered services

  • Skills Eligibility Category II: Agency where an applicant has completed one year of very satisfactory actual work performance under temporary status of appointment

  • Veteran Preference Rating Eligibility: CSC Regional Office/Field Office

The CSC CO through the Integrated Records Management Office, or the CSC Regional Office shall administer the certification and/or authentication process for eligibilities resulting from passing the corresponding examinations and for eligibilities granted under special laws and CSC issuances, guided by existing policies on certification and/or Authentication of Eligibility.
